Retaining walls almost never fail because the blocks or timbers gave out. They fail because of water. Soil that drains freely pushes on a wall with a certain force; the same soil saturated after a storm can push with roughly twice that, and a wall built without a working drain behind it eventually meets a load it was never designed for. That is why a wall that stood for fifteen years can lean noticeably over one wet spring.
